EU's new border checks delayed again

The much delayed EU system of fingerprinti and biometric facial recognition has been pushed back again according to reports. It now looks likely to take effect in November, a full year aftar its most recently planned introduction and thre .years since its first scheduled launch was postponed. And even then it could be implemented in stages, in a bid to avoid huge tailbacks at ports as UK and other non EU citizens register for the first time.
